Add permanent /fly to faction land not bordering wilderness

Description: Give player ability to fly indefinitely in space in their fac that surrounded by all sides (8 chunks) by their claim.

Why: player could build more freely in faction world

How: Small tweak in commands. There is tempfly so it could just be upgraded with above parameters

Pros:

* First point: more beautiful faction build. Sky would not limit builds

* Second point: easily tidy abandoned houses etc by leaving or inactive players

* Third point: fast movement and viewing of faction land.

Cons:

* First: might hamper with tempfly

* Second point: might reduce tempfly incentive

Yea, I feel like that’s rather too much. I’ll also quote something from TE from years ago: stop being lazy and walk. Words to live by, make everything too easy and it loses its appeal.

Also, given the amount of sky builds people made, I don’t think the sky is that much of a limit.
